Proclamation 2018 calls for instructional materials covering ethnic studies including, but not limited to, African American studies, Mexican American studies, Asian American studies, and Native American studies, to be used in Special Topics in Social Studies.

Proclamation 2019 calls for instructional materials for English language arts and reading, grades K–8; Spanish language arts and reading, grades K–6; spelling (English and Spanish), grades 1–6; handwriting (English and Spanish), grades K–5; English Learners Language Arts, grades 7–8; and Personal Financial Literacy.

The review and adoption process begins when the State Board of Education (SBOE) revised or adopts new Texas Essential Knowledge and Skills (TEKS). The process determines the instructional materials eligible for adoption by SBOE.
